  1. (cont.) Europe, the memoranda to Central European statesmen would have had no chance of influence and of achieving the socially liberating and peace-making effects he sought. It needs to be emphasized that even in the memoranda he did not absolve the Central Powers of their own part in causing the conflict; he was far from being a nationalist, national chauvinist, or Pan-German. And it may be remembered that Germany and Austria-Hungary were being demonized by the propaganda of various nations. Steiner therefore saw the need to balance the ledger and make clear that some of those nations played a real part in the outbreak of the war.
